After the death of Emperor Qin Shihuang, the throne of the Qin kingdom was inherited by his youngest son. The general Cao Cao also used the stratagem when civil wars broke out at the end of the Han dynasty. He attracted to his side the last Han emperor, who had a mild character and knew nothing about government. Cao Cao became the leader of the movement, acting on behalf of a completely helpless, but for all, legitimate sovereign. His task was to establish a new dynasty. Cao Cao was able to prepare the ground and eventually began to rule the Han Empire.
