Interpretation:

If there is discord in the enemy camp,
Exploit their weakness
For your own benefit.

During times of unrest, many opposing forces appear. He who is weak is extremely fickle in his choice of allies and opponents.
If the enemy is unable to foresee events and shows indecision, then you can impose your will on him.

Historical example:

In ancient times, the kingdom of Yan attacked the domain of the kingdom of Qi and occupied 70 cities. Tian Dan, who held the city of Jimo, decided to organize resistance to the Yan army. He understood that without the help of neighboring cities he would not be able to survive, and decided to use an unusual method.

Tian Dan collected more than a thousand bulls and put on them dark red silk blankets with embroidered multi-colored patterns in the form of dragons. Sharp blades of swords were tied to the horns of the bulls, and bundles of reeds greased with lard were tied to the tails. The warriors set fire to the reeds and released the animals into the wild. When the bulls began to burn their tails, they became furious and rushed at the Yan army.

The enemy army was seized with panic. In the wilderness of the night, the bulls seemed like dangerous dragons. The Yans died or were injured from their horns, thinking that they were being punished by a real monster. The Qi warriors attacked the Yans. At this time, the remaining population of the city began to knock and thunder loudly, creating a terrible noise that shook heaven and earth. The Qi warriors were happy to see that the enemy fled in fear. They began to pursue the Yans and drove them north.

Tian Dan's solution turned out to be very effective. The Yan troops were forced to retreat. They were no longer able to regain control of 70 cities, which again returned to the rule of his ruler. Thus, the kingdom of Qi was saved from capture.
